CBSE Makes Third Language Assessment Mandatory for Class 10 Pass Certificate from 2027

Students studying in CBSE-affiliated schools will soon face an important change under the National Education Policy (NEP) 2020. From the 2027-28 academic session, Class 10 students must successfully clear a school-based assessment in their third language to receive the CBSE Secondary School Examination Pass Certificate. While the subject will not be included in the Class 10 Board examination, passing the internal assessment will become compulsory.

The revised policy applies to students who entered Class 9 during the 2026-27 academic year. According to CBSE, the third language, referred to as R3, will be assessed entirely by schools through internal evaluation instead of a written Board examination. This approach is intended to align language learning with continuous assessment while reducing the pressure associated with high-stakes external exams.

CBSE has clarified that students who do not clear the Class 9 assessment will not be detained or prevented from progressing to Class 10. Instead, they will be given another opportunity to complete the pending assessment while studying in Class 10. However, the pass certificate will only be awarded once the school confirms that the student has successfully met the third language requirement.

The change forms part of the broader implementation of the National Education Policy, which encourages multilingual learning and greater flexibility in school education. The policy seeks to strengthen students’ language abilities while supporting regional and Indian languages alongside English. Education experts believe stronger language skills can improve communication, cognitive development and cultural understanding.

For schools, the new requirement will mean developing transparent and consistent methods of assessing students throughout the academic year. Teachers will be responsible for evaluating speaking, reading, writing and comprehension skills instead of relying solely on traditional examinations. Schools are expected to maintain proper records of each student’s performance as part of the internal assessment process.

Parents and students may initially have questions about how the assessments will be conducted, but CBSE has stressed that the objective is to promote regular learning rather than create an additional Board examination. Since the assessment remains school-based, students will have multiple opportunities to demonstrate their progress during the academic session.

The clarification also addresses concerns that had emerged following the Board’s earlier circular. Several schools had sought confirmation on whether the third language would become a separate Board subject. CBSE has now confirmed that this is not the case. Instead, the responsibility for conducting and evaluating the assessment will remain with affiliated schools under Board guidelines.

The announcement reflects a gradual shift in India’s school education system towards continuous evaluation and competency-based learning. Rather than measuring performance through a single examination, students will increasingly be assessed through classroom participation, projects, practical learning and internal assessments.

Education professionals believe the move may encourage students to treat language learning more seriously throughout the school year instead of preparing only for Board examinations. At the same time, schools will need to ensure that assessments remain fair, transparent and consistent across classrooms.

As implementation begins for the current Class 9 batch, CBSE is expected to issue further operational guidelines to schools. The coming academic sessions will therefore play an important role in preparing students, teachers and institutions for the revised assessment framework under the National Education Policy.
