UP Allocates ₹56.36 Crore for Classroom Learning Materials

The Uttar Pradesh government has released ₹56.36 crore under Samagra Shiksha for 2026-27 to help government basic schools develop Teaching-Learning Materials (TLM) for students from Classes 1 to 5. The initiative is designed to make classroom learning more activity-based, interactive and aligned with NIPUN Bharat learning goals. Teachers will use the funds to create class- and subject-specific learning resources based on students’ learning requirements.

The money will support the development of resources such as: NIPUN Lakshya posters for Classes 1–5, Mathematics and Hindi charts, English and Environmental Studies charts for Classes 3–5, flashcards and alphabet cards, Abacus and educational activity material, Globes and India/world maps, Puppets, animal, bird and transport charts, clocks and other classroom-learning aids, assessment trackers and catch-up learning material.

The guidelines specifically state that the funds are intended for designated teaching-learning materials and not for general stationery, cleaning supplies, decoration or personal-use items.

Deadlines for schools

The government has established a two-stage timeline:

• October 15, 2026: Deadline for procurement of required materials.

• October 31, 2026: Deadline for teachers to prepare class-wise and subject-wise TLMs.

• An NIPUN TLM Mela Utsav will subsequently provide a platform at the Block Resource Centre level for teachers to showcase innovative learning materials and demonstrate their classroom use.

• The move puts greater emphasis on learning by doing, particularly at the foundational stage of education.

• Instead of relying entirely on conventional classroom instruction, teachers will have dedicated resources to create visual, activity-based and locally useful learning aids. The government has also emphasised children’s participation in making some of these materials, linking classroom learning with creativity and hands-on activity.

The implementation will be monitored by headmasters, Block Education Officers, District Basic Education Officers, DIETs and academic teams.
