In a move that underscores persistent gaps in basic school infrastructure, the Uttar Pradesh government has asked all state-run schools to submit photographic evidence of functional girls’ toilets, signalling a shift from compliance on paper to verification on record.
The directive follows internal reviews that flagged discrepancies between official reports and ground realities. In several cases, toilets marked as operational were found locked, unusable, or poorly maintained. Officials have now made it clear that written assurances will no longer suffice. Schools must upload time-stamped images on designated portals, with district authorities tasked to cross-check submissions.
The order places responsibility squarely on school heads and local education officers, introducing a layer of accountability that has often been missing in sanitation drives. Non-compliance or false reporting may invite disciplinary action, according to officials familiar with the directive.
While the state has, over the years, reported near-universal coverage of school toilets under central and state schemes, the present exercise suggests that access has not always translated into usability. For girls, in particular, the absence of clean and secure facilities has long been linked to absenteeism and dropouts, especially at the secondary level.
By insisting on visual proof, the administration appears to be responding to a deeper credibility issue in welfare delivery. The challenge, however, will lie beyond documentation. Sustained upkeep, regular water supply, and behavioural change within schools remain critical to ensuring that facilities serve their intended purpose.
Whether this tighter monitoring mechanism leads to durable improvements or becomes another compliance ritual will depend on how rigorously it is enforced in the months ahead.
