The Central Board of Secondary Education has initiated a nationwide assessment of foundational learning at the Grade 3 level, marking a significant step in aligning school education with early-stage competency benchmarks. The exercise, conducted under the PARAKH framework, will be carried out in a digital format, with schools administering the test over the closing weeks of March.
The assessment is designed to evaluate core skills in literacy and numeracy, areas that have come under renewed policy attention in recent years. By standardising measurement at an early grade, CBSE is seeking to generate a clearer picture of learning outcomes before students transition to higher classes, where gaps often become harder to bridge.
Schools have been directed to make logistical arrangements, including access to devices and scheduling of test sessions. The shift to a digital mode is intended to streamline data collection and enable quicker analysis, though it also places new demands on infrastructure, particularly in institutions with limited technological capacity.
The exercise reflects a broader recalibration in India’s education policy, where the emphasis is moving from enrolment figures to demonstrable learning. Foundational literacy and numeracy have emerged as central markers in this shift, with periodic assessments expected to inform both classroom practices and policy interventions in the years ahead.
