In a move aimed at strengthening the quality of higher education within the state, the Bihar government has identified 54 colleges and institutions for transformation into Centres of Excellence under the third phase of Chief Minister Nitish Kumar’s ‘Saat Nischay’ development programme.
The initiative is designed to address long-standing concerns around academic standards, research output and institutional infrastructure across Bihar’s university ecosystem. By upgrading select colleges and assigning them specialised academic domains, the government aims to build focused centres capable of delivering higher-quality teaching and research.
Officials in the state’s Higher Education Department indicated that each of the shortlisted institutions will be encouraged to develop expertise in a specific discipline or thematic area. The approach seeks to create academic hubs that can offer stronger subject depth, attract better faculty and improve research engagement within the state’s public university network.
The proposed upgrade is also expected to include investment in infrastructure, laboratory facilities, faculty recruitment and digital learning resources, areas that have historically constrained the performance of many state-run colleges. By concentrating resources on selected institutions, the government hopes to create flagship campuses that can compete more effectively with universities outside Bihar.
Policy planners view the initiative as part of a broader attempt to reduce the academic outflow of students who currently migrate to other states for higher education. Bihar has long witnessed large numbers of students moving to Delhi, Uttar Pradesh, Karnataka and Maharashtra for undergraduate and postgraduate studies due to limited availability of high-quality institutions within the state.
The Centres of Excellence programme is expected to play a dual role in strengthening academic quality and expanding specialised learning opportunities. Education officials say the initiative will also align with broader national goals under the National Education Policy (NEP) framework, which encourages multidisciplinary learning, research expansion and institutional capacity building.
While the state government is yet to announce detailed timelines for implementation, the identification of the 54 institutions marks the first step toward a structured upgrade plan. Once operationalised, the Centres of Excellence are expected to become anchor institutions within Bihar’s higher education landscape, shaping teaching standards, research output and academic collaboration in the years ahead.
