The University Grants Commission has notified a new set of regulations in 2026 aimed at institutionalising equity and preventing discrimination across India’s higher education system. Framed as a response to long-standing concerns about exclusion, harassment, and unequal access, the rules mandate that every higher education institution establish a formal equity framework that goes beyond symbolic compliance.
At the heart of the regulations is the requirement for universities and colleges to establish clearly defined mechanisms to address complaints related to discrimination on grounds of caste, gender, disability, religion, region, or other social identities. Institutions are required to set up designated bodies or officers responsible for receiving, investigating, and resolving grievances within stipulated timelines, with an emphasis on transparency and procedural accountability.
The UGC has also laid down specific institutional responsibilities, making governing bodies and senior administrators directly accountable for ensuring that equity policies are not merely documented but actively implemented. Regular reporting, awareness programmes for students and staff, and safeguards against victimisation of complainants form a key part of the framework.
While the regulations signal a significant policy shift, their impact will depend largely on enforcement. India’s campuses have repeatedly seen equity measures diluted during implementation. Whether these rules mark a genuine move towards structural reform or remain another regulatory promise will be tested in the months ahead.
